In Clui, you have the option to set courses as mandatory or optional for all or certain learners in your enterprise.
You can also make courses 'default' for certain groups. Default courses are not mandatory but are automatically assigned to members of the groups which they are set as default courses for.

Setting default courses for new groups
When creating the new group, click Select default courses and select any courses you want to make default, then click Save selection.
Setting default courses for existing groups
Locate and select the group on the GROUPS tab of the People page and click Manage Group. Click Select default courses and select any courses you want to make default, then click Save selection.
Note: If you later remove a default course from a group, learners who had already started the course do not lose their enrolment. Learners who had not yet started or are added to the group later, however, are not enrolled in the course.
